On August 5, 1996, the official Honduran newspaper La Gaceta published Legislative Decree Number 70-96, the text of which reads: 

"The National Congress, Declare April 12 of each year, starting in 1997, "Day of The Back Honduran Ethnicity" in memory of the date of arrival in Honduras of the Garifuna community.
